The German Academic Exchange Service — known internationally by its German acronym DAAD (Deutscher Akademischer Austauschdienst) — has officially opened its scholarship application portal for the 2025–26 academic cycle. Founded in 1925 and headquartered in Bonn, DAAD is the world's largest funding organisation for the international exchange of students and researchers, disbursing scholarships to over 100,000 individuals every year. Indian students represent one of the largest non-European beneficiary groups, and the number of DAAD-funded Indian scholars has grown by over 40% in the last five years.


Germany is an extraordinarily attractive destination for international students for one fundamental reason: public universities charge no tuition fees for international students. Unlike the United States, the United Kingdom, or Australia — where annual tuition can range from ₹15 lakh to ₹50 lakh per year — German public universities charge only a semester contribution fee of €150 to €350, which covers administrative costs and typically includes a public transport pass for the city. A DAAD scholarship on top of this essentially makes studying in Germany free, with the scholarship covering living expenses, health insurance, and travel.


The most prominent DAAD programme for Indian master's students is the DAAD Masters Scholarships for Public Policy and Good Governance (PPGG). This fully funded programme is specifically designed for students from developing countries, including India, who have a strong interest in public administration, international relations, development economics, governance, and law. The scholarship covers full tuition fees, a monthly living stipend of €934 for master's students and €1,200 for doctoral candidates, a one-time travel allowance, health and accident insurance, and a study and research subsidy. The application deadline for the 2025–26 cohort is October 31, 2025, and applications must be submitted through DAAD's online portal at funding-guide.de.


A second highly competitive programme is the Helmut Schmidt Programme, also known as the Public Policy and Good Governance scholarship. This programme targets graduates with backgrounds in political science, law, economics, social sciences, or public administration who wish to pursue a master's degree at a German university. The monthly stipend is €934, and the scholarship is open to applicants from 126 developing countries. Indian students with prior work experience in government, NGOs, international organisations, or development consulting are particularly competitive for this award.


For students interested in development-related fields, the DAAD Development-Related Postgraduate Courses (EPOS) programme offers fully funded scholarships for master's programmes in areas such as water management, urban planning, public health, sustainable agriculture, environmental engineering, and international development. This programme is ideal for Indian students with a bachelor's degree and at least two years of professional experience in a development-related field. Applications are accepted on a rolling basis through March 2026 for the September 2026 intake.


Indian researchers at the PhD and postdoctoral level can apply for DAAD Research Grants, which fund short-term research stays of one to six months at German universities. The monthly grant ranges from €1,200 to €2,000 depending on academic level, and applications are accepted throughout the year with no fixed deadline. These grants are ideal for PhD scholars at Indian institutions who wish to collaborate with a German research group or access laboratory infrastructure not available in India.


Eligibility criteria across most DAAD programmes share common elements. Applicants must have an above-average academic record — typically equivalent to a first-class degree or a CGPA of 7.5 and above on a 10-point scale. German language proficiency at A2 or B1 level is required for programmes taught in German, while English-medium programmes require IELTS 6.5 or TOEFL 90 or above. Work experience of at least two years is required for the PPGG and Helmut Schmidt programmes. The application package typically includes a detailed motivation letter, academic transcripts, a CV in DAAD format, proof of language proficiency, and two letters of recommendation.


Germany also offers strong post-study pathways. The German Job Seeker Visa allows international graduates holding a German degree to remain in Germany for 18 months after graduation to search for employment. Given Germany's ageing population and critical shortage of skilled professionals in engineering, IT, healthcare, and sciences, the chances of securing employment during this period are high. Indian graduates who find employment can apply for a German EU Blue Card, which provides a pathway to permanent residence after 21 months of skilled employment.
